There's a reason why POTUS has a nationally aired briefing everyday.

Responsibilities, accolades, and consequences of leadership reside with him. You and he can push it on CDC and NIH all you want, but myriad governors from both parties aren't publicly blaming them, and CDC director will likely be happy to tell public he called the WH on Jan 6 to alert them to the impending danger of Corona virus. Additionally, the political ads run won't have CDC director publicly downplaying Covid-19 throughout Feb. Fair or not, Trump is going to own this, and as the death toll mounts and the number of cases exceeds those of other large countries, it's likely going to be a major negative for Trump in November.
