There was no public mention of the dossier until an October 31

Article in mother Jones which referenced that a dossier existed and purported to have claims that the Russians had dirt on Trump that could compromise him and also said that the Russians had dirt on Hillary that could compromise her. The article also disclosed that the Russians were actively trying to get trump elected.
The really salacious details were not included, and the whole story was buried by the story of Comey re-investigating Hillary. Neither Hillary, nor the democratic party or anyone else used the dossier against Trump during the election. It wasn’t released into the public until January after the election.
