Watching the video, it’s seemed obvious on reflection. First impression

is driver must be a crazy killer coming at a crowd like that.

Then you think about how long it takes those big rigs to slow down and the fact the he was clearly trying to avoid people - because he easily could have run down dozens.

Just image being that driver, somehow unaware the road is closed and all of a sudden you see a crowd of hundreds in front of you, with no way to stop fast enough. I would have nightmares about it for a long time.
