First their is no reason to cuff the man. If it's procedure to cuff non-threatening suspects you tell him what you are going to do. And why. If he doesn't agree you tell him you are not going to wrassle in the parking ng lot. If you don't cooperate we'll impound your vehicle and issue a warrant. Case closed.

The policeman was in a hurry. He didn't want the guy talking anymore. He hurried and the drunk freaked. Predictable. That is why you run the plates and check the id and you don't make sudden moves.
