My question is, where does the filibuster play into this? If there is a Dem


President and Dems control both houses of Congress next year, would the filibuster prevent cloture in the Senate on the bill?

Or could you admit a new state by simple majority via reconciliation?

We used to have some legislative experts here but they were all reasonable people IIRC, so we've probably driven them off.

I'm also curious about the potential constitutional issue CharlestonSC mentions. Why, CSC, would this wind up in the Supreme Court and how would it have any say? Is there a Constitutional clause I have forgotten which prevents the capitol from being a state?
