But then the officer told him he had a right to stop him because he was being suspicious. Then the officer grabbed him on the arm - the first physical contact between the two and it escalated quickly from there. The state code cited requires more than "being suspicious" for a stop. Where was the tie in to some criminal activity. That's where the prosecutors report seems very generous to the officers.
