Started watching the Epstein series on Netflix. Who owns Alex Acosta

and who owned him in 2008? I'm not big on conspiracy theories---- in fact I tend to reject them quickly--- but what Acosta did, overriding the LE and district attorneys who had built the case needs some rationale explanation.
