Ok, do you know what they're being charged with? Old warrants that come up
on an NCIC search AFTER they've been picked up for no reason, or something actually seen by the officers?
The description of the process seems to indicate it is the former.
And if so, this is not a People v. Terry stop based on a "reasonable suspicion of criminal activity based on articulable facts," let alone an arrest with probable cause.
You don't get to pick up people randomly and justify it after the fact, for all of them, because some of them have an outstanding warrant. And they all looked "suspicious," whatever that means. That does not pass constitutional muster.
