.science and civilian services outside of the police department. No loss in service there, just different leadership. I suspect the police captain is a bit distrubed that his kingdom is shrinking, but that's no loss to the citizens.

So, remove that, and now they are just "Defunding" roughly 15% of their overall budget. What I notice about police forces is generally they are the last to get cut (often due to none other than nobody wants to look "weak on crime"). Back in 2009, when all localities were under tremendous budget duress, schools got hammered, other services got hammered, but police didn't(they may have had to defer on a new cruiser, etc, but headcount wasn't cut).

I believe all government can easily absorb a 15% cut in budget. Maybe in headcount, but maybe in overtime, or new cars, etc.

I rate this as "Meh"
