Bars and restaurants have been the biggest driver in most places.
During the beach season Florida and SoCal were hot spots for that reason. I'm not sure what is going on with Wisconsin now, but that's my best guess (along with schools being open). It's not cold in Wisconsin yet.
We're seeing cases spike in lots of places. Sadly, I bet what we're going to see is a major surge in hospitalizations where lots of people are unhealthy. The upper Midwest tends to be less fit and more obese and sick than other parts of the country, so wouldn't be surprised if that's a driver of known cases and hospitalizations too.
