In 2000, right after Dubya squeaked out a win, Rove and he thought that
Hispanics would be the key to a permanent Republican hegemony. Dubya courted the Mexican President hard. Dubya was proud of his conversational Spanish. They had a good plan.
Then two things happened. First 9/11 hit, and, of course, a response to that became the first order of priority. Secondly, the Republican base rejected the Bush overtures toward immigrants, and the Party took a hard turn, leading up to Trump's campaign of 2016 with its rhetoric.
There isn't some innate reason Hispanics are Democrats that would create some loyalty like African Americans have toward the Dems (Kennedy and Johnson) embracing a civil rights platform. Latinos should certainly demand consideration for their support. But right now, the best results I've seen generally are at best Republicans are getting about 1/3 of the HIspanic vote and it is a growing demographic.
