It's pretty damn close. Between Victoria and South Australia, the policies instituted would never work in this country. You need a large segment of the population well in excess of a simple majority to be supportive of the elected government (a/k/a sheep) and aggressive policing aided by the suspension of the 4th Amendment to bring dissenters into line. Even in California, where the former applies, the latter doesn't exist (and to the extent it did, county sheriff's are resisting). So it's martial law or a series of half measures that a certain segment of the population will adhere to.
