He along with a lot of other people share responsibility for preventing and detecting hacks. Serious game of whack a mole
We are not at war. The hack was/is espionage. They steal our secrets. We steal theirs. It’s just the 2020 version. I would like to think that we or our allies have similar hacks ongoing? If our traditional allies have successfully programs they are probably not sharing them with us out of concern that our President will brag about them to the Russians.
