If they have the zip tie on them outside the capitol boundaries, i agree


if they were inside the capitol or helping people force their way in - prosecute

as far as driving people there - i guess i agree unless it was clear that the plan was to invade the capitol. if a driver was in on such a plan - prosecute

if they were a "get away car" later - prosecute
