at the charter. I suspect it has to be approved by the board. These state funds are slow moving behemoths with small turnover and strict covenants. They are just looking to outperform their benchmarks. This would be a gigantic task.

It sounds like some dog and pony show ... just to put selling pressure on the tech stocks. That could put the State of Florida in hot water for trying to manipulate the market.
