Posted this idea the other day but with some tweaks. Clearly it won't
happen if the fgop can filibuster. I think doing that and then getting some centrist measures passed would be a boon to the long term prospects of the D party. The R strategy is to filibuster everything and then campaign on an ineffective D legislature or president.
But for me a couple of tweaks:
I don't know about the preclearance requirement, maybe. But there are problems elsewhere. Look at the primary/judicial election in WI last summer. I would prefer new legislation that spells out things like who can be purged from voter rolls, automatic registration with any state service such as a driver's license and others. I would mandate equal apportionment of polling places and machines per capita across the state. Not what that number has to be, but that it be equal across a state. Maybe requirements for curing ballots, casting provisional ballots, etc.
Outlaw partisan gerrymandering, absolutely. This could be a standalone, Day 1 kind of bill so it can be in force for the next redistricting.
Some kind of centrist health care reform. Single payer would ensure defeat of the Ds the next election.
Also, I think DC statehood, like single payer, is a bridge too far for long term popularity of the D party. I would rather see DC residents put back in MD for House and Senate elections, and then reapportion appropriately, which probably gives MD another seat.
