Well, from my reading, the report indicates that those below the poverty


would greatly benefit and those above it would be slightly hurt. Of course, that is in the world of the mythical average person. If you are one of those that loses your job you don't care about averages.

Also it depends a great deal on the elasticity of labor and there is great debate on that as the report admits. It depends upon how quickly the wage is raised as well. Slower raises seem to be better absorbed by the labor market and economy as a whole.

However, the 3.7m figure is the median figure according to their best guess.
