point of a subpoena? Unless you're going to dig into motives and use it as a reason to see if he has entangling financial interests?

And even in that case, Trump's answer / reason would be "I felt that the Saudi / US relationship was more important than disclosing the report," which might not be the right decision or honest decision, but it is/was his to make in the circumstances, and it's defendable.

Again, not moral or honest, but yeah, defendable in the world of foreign policy.
