The vast majority of law enforcement officers go through their entire career without ever shooting anyone. Practically all of them would have multiple encounters where they took personal risks and did not employ deadly force, where it would have been fully authorized. This personal choice becomes more difficult when called upon to defend the life of a third party. The deadly force applications that make the national news are the outliers. Now that doesn’t mean that more shouldn’t be done to reduce these numbers. But just like every profession that requires a duty of care, the number will never be zero. Doctors will administer the wrong drug, Firefighters will run over people with their fire truck, and police officers will shoot people who they should not shoot.
