Not exactly true. Before ACA many were denied coverage, if not virtually


priced out of the market, due to pre-existing conditions. That is by far the best part of ACA imho, to put everyone in the pool if the point is to spread the risk. Granted, that could've easily been accomplished with much less effort and cost.
