I'm not sure how things would have been different with the execution of the

Gulf War with somebody else in his position. Schwarzkopf would have still been in command. Bush would still have been CIC. The war was never going to be done on a shoestring or with less than overwhelming force. If he had resigned and explained, even in secret, to congress why that may have swung the three, yes just three, votes that would have defeated the authorization. I think that is well within a reasonable outcome and maybe even the likely one. I think that's likely even had he not talked to congress.
