Biden is ultimately trying to maintain the status quo

Meaning, keep the cost of stuff down and corporate profits high. That was the unspoken main goal of our immigration system until Trump shockingly won in no small part because of the issue (and it was a big reason he won). Until then, the MO of both parties was to, more or less, do what's being done now and battle for the votes once the second and third generations became citizens.

Republicans were fine with it, particularly the evangelicals. Bush was all about it.
