The negative externalities of gas and oil aren’t accurately being borne by customers. That needs to change.

Given your sincere concern about poor people being able to afford it, offset whatever increase in energy cost with a tax refund/rebate. That way poor people are kept even, and the negative externalities of gas start to get paid for.
