He shrewdly figured out that relatively small amounts of money (for him) can have a huge impact in these smaller races, and these government positions, taken collectively, can be very powerful. If you can control judges, DAs and SoS, you can control elections, who gets prosecuted and who doesn't get prosecuted. Politico was on this five years ago (see link), although they focused on the DA/reform angle.

Just as they're starting to do with school boards, the right needs to refocus on these DA, SoS and other offices, as they can have a huge impact on quality of life/law and order and, needless to say, election integrity. LA and SF have been hit particularly hard by lunatic DAs decriminalizing crime. Fortunately, it's an issue that even moderate Dems care about, so there's a chance that the pendulum will swing back to sanity soon.
