Pretty much true, but they're smart not to draw attention to themselves

Basically their M.O. down in resort towns in Mexico, once they start messing with tourism, drawing attention, the government will step in to fight them.
It's going to take the wife/son/daughter of a politician in this country or someone else well known getting killed by one of these guys to draw the media in, assuming they aren't distracted by some other major national/world event.
