that the EUA was lifted from the first COVID vaccine and made fully approved by the FDA, and that was only for 16 and older. I don't know, but it wouldn't surprise me if the they're all still EUA for < 16, and making an EUA vaccine required probably wouldn't fly.

The Virginia legislature also only meets for 30 days in odd years, frequently extended to 45 (60 days in even years), convening in mid-January. So it probably would have required a special session. One such special session convened August 2, 2021 (purpose?), but it probably adjourned before 8/23. They could have convened another in December, I supposed, but then there's the whole EUA thing.
