I don’t follow VA tax revenues specifically, but do so nationally (the collective 50 states).

State revenues are way up. State budgets are in terrific shape, allowing all sorts of different “uses” of these surpluses (see NY and CA for two examples). And this is before another expected pop in April due to increased 2021 incomes, capital gains payments, and robust 2021 retail sales.

Nationally, states are expected to increase spending nearly 10% (on average).

So, the missing part here is “what is Virginia’s surplus”, because it certainly exists. Then, we can reasonably argue on how the surplus should be spent/saved/returned to taxpayers.
