We may have improved stuff, but really, at what cost is the question. how.
.effective is it? Kinda like military spending. "hey we don't speak Russian do we" (well yeah, sure, but could we still not be speaking Russian at 1/2 of what we have spent?).
Some of these things are just thing we'll never know the answer to. but I can say, working with some folks on the lower end of our society economically, things work out a lot better with two adults holding down the fort than they do with one. Two parents can use the safety net for what it is supposed to be used for...a bridge to something better. They can save up money (they often save more than what the system allows, by storing it off the books). There is plenty of money/help out there for those in these situation, who are clean, can pay their bills, and don't do stupid *&^^ to get fired, or throw out of their apartment.
The biggest single recipe for financial output, is a single mom (obviously, with kids) with limited skills. you throw in some type of mental health issue, its $100,000 a year problem. Day care, social support, healthcare, TANF, court issues, etc. Very expensive, and at best... AT BEST, you are hoping all the financial assistance protects the kids from the poor decisions of the adult.
Not sure what the answer is....but there has got to be a better way.
