Unfortunately, 5 years isn't necessarily long...a bit of a norm.

Family unification, or re-unification, is the primary goal of the system. So, often times, it takes years for the bio parents to lose parental rights. Then, by that time, the kids are considered almost "unadoptable" due to their age.
The stats for kids who age out of the system are a nightmare. And in the meantime, foster care is a hit or miss.
The system definitely sucks in that respect.
