In fairness businesses did not have to pledge to spend the money only on pa


payroll. It was just that payroll expense was a primary driver of how much loan they would qualify. So they could get the loan without pledging to keep people. But they could not get forgiveness unless the money was spent in approved ways, mostly payroll,
So you both are right.
