Never? No. But this particular project appears to be


a capability called JLOTS the military already had prior to the Gaza war to support US combat or other military operations where no suitable port is otherwise available. See link. So not a no bid contract given to somebody’s buddy in an emergency situation. Feel free to try to prove me wrong.
