the other countries have better health benefits for folks that are injured from treatment. The population pays for it collectively in taxes. The US system is inefficient imo as lawyers take so much of it, but people do need to be compensated for their damages.
FYI, as hoepner noted, a lot of states have enacted tort reform (state law governs these claims, not federal law). And it doesn't seem to have made much of a difference.
