For a very, very long time, there have been press conferences on topics like this, and a wide variety of others, in which the officials are not quoted by name and are frequently referred to as "senior intelligence officials", "senior Defense/State/Justice officials", etc. I would not begin to guess one way or the other as to whether this was an "officially authorized leak" or not. The article seems to have a couple of marks of one.
