Right, but you're not really getting rid of the cost of that risk or known.


You're simply shifting it from being funded via premiums vs. funded via tax revenue. Those costs, even if "known" don't go away obviously. And like I said, pre-existing conditions doesn't always equate to a "known" cost because a double mastectomy breast cancer survivor with little likelihood of ever getting breast cancer again is priced higher as a pre-existing condition, whereas the woman that never had breast cancer, but is more likely to get breast cancer, isn't. Yet the latter is priced lower.

And again, all those risks, be they risk or known as you describe them could still be easily shared among a large enough pool. IIRC we spend right at 10K/person for all healthcare expenses (3.2T for 320M people). Back out your Medicare/aid taxes of 1T and that puts you right around $6875/person to cover all types of risks. You could theoretically send everyone a bill for that per person every year and totally spread your risk across the national pool. (and adjust regionally to account for costs in Richmond vs. NYC for example) So it can be done, regardless of the type of risks involved.

What we should be looking at IMO is not how we spread/fund that cost of risk, but rather how do we get it down from $10K per person. That's my issue with all these plans, none of them really do squat about that.
