We're not set up well for large inclusive socieities

We're tribal by nature, and often tribal by nurture as well.

I think smaller state units would really only work short term. It doesn't actually do anything to help teach Tribe A to get along better with Tribe B, it just keeps them more separate. In the long run, it probably worsens relations because national borders become just one more artificial barrier that can be used to make two similar peoples more different.

Ultimately, it's all cultural. Similar cultures get along better in the longest of runs. Understanding is reached as cultural barriers fall. The great melting pot, in other words. Clearly it isn't easy. We've been working that experiment here for almost 250 years and yet here we are, today, with Trumpism nativism ascendant and the Democrat party reduced to making everything about petty identity politics. It's pathetic. Yet it's still better than just about any other part of the world with the amalgamation of cultures that we have here.

I mean, we're a damn sight better than we were a hundred or a thousand years ago. But we've got a long way to go.
