their heads to score a "legislative victory" in 2017. They don't really care what's in it so long as it makes a bunch of their financiers happy (and usually an obnoxious tax cut is good for that) and it gets passed. It has nothing (and I stress the word NOTHING) to do with policy or addressing a problem -- it is little more than tribute to the people who believe they put the current congress in power and probably arent' wrong about that.

They were told to get this done this year "or else" -- else meaning the muckety mucks start looking to sponsor new errand boys in the next election cycle.
