Nothing about Net Neutrality prevents an ISP from charging more to customers who use more data, or charging more for higher speeds generally.

All Net Neutrality does is prevent ISP from charging based on the content of the data itself. Streaming a movie at 1.5 MBps from Netflix shouldn't cost any different from streaming the same movie from HBO at the same speed.
