Comey explicitly wrote at the top of the draft: “I’ve been trying to imagine what it would look like if I decided to do an FBI only press event to close out our work and hand the matter to the DOJ. To help shape out discussions of whether that, or something different, makes sense, I have spent some time crafting what I would say, which follows."

He circulated a draft to get the discussion going and to craft the best possible phrases. Exactly how I write when doing a book. If the "fix" were truly in, Comey would have closed the investigation, issued a statement that the investigation was now closed, and not made a public announcement like he did. That's more typical of how an FBI investigation would be conducted.
