I read your post as supportive of the concept that

discussion of gun control is an all or nothing proposition. For those opposed to even including it in the conversation, the argument is "it won't prevent all shootings", the suggestion being, why bother, it just prevents us from talking about all the other issues, like how to detect warning signs on social media.

Gun control has to be part of the conversation, but it isn't a cure-all, which IMO makes your question moot. The right questions to ask after each shooting should depend on the circumstances of the shooting, so how can anyone answer your purely hypothetical question?
