I see a few problems here


First it's obvious that the offending officer is more concerned with the "contempt of cop" than the offense. Enforce the law consistently based on the offense and don't take any of it personal. I'll withhold judgment on the decision to stop and either issue a ticket or arrest for jaywalking. We don't know anything about what lead up to that? Maybe the local business owners have been complaining about it, there may be a problem with pedestrian related crashes in that area or hoo knows, so I'll give them all a pass for that part. The amount of force used was excessive. He should have been fired for that. He was. The Ashville Chief thought it was also a criminal assault and she asked another agency (the NC Bureau of Criminal Investgations) to investigate. That's kind of what the public has been asking for. An impartial investigation by an outside agency. For some reason the BCI declined. The Ashville Chief then assigned it for investigation within the organization and that's ongoing. Did I read that all correct? Would like to know more about why the BCI declined?
