I don't know if you remember, but in 2000, Rove and W planned a significant

push to get Hispanic voters more aligned with the GOP. Rove saw a path of incorporating the Hispanic vote into a "permanent" GOP majority. There was also an outreach planned toward the Muslim community. The belief was that Hispanics tended to be somewhat social conservative at least in their predominant Catholic views toward abortion. Similarly, Muslims.

The focus ended on 9/11 with strong anti-Muslim feelings stoked within the party. The Hispanic outreach simply got put aside as we focused on bin Laden and then Iraq. Somewhere along the line, the anti-immigrant forces helped lead to Trumpism, a movement that will almost certainly hurt the GOP with the growing HIspanic demographic.
