I could support a balanced budget over some reasonable period of time (say


a 5-7 year horizon) but it wouldn't be good fiscal or economic policy to force a balanced budget EVERY year. Cutting spending and raising taxes in a recession to meet the goal of a balanced budget would be counter productive and lead to a death spiral. What we don't seem to have figured out (except in 98-99... just barely) is how to pay down debt when times are good.

Fiscally responsible households and businesses don't balance their budgets every year... so why should you expect the gov't to be able to do so.
