I don't know what more it would take to provide the political will but the practical aspects could be dealt with over a period of several years.

All you need to know about semi-automatic guns with removable clips is that it takes a second or two for even the most skilled to switch out clips (add a bit time for stress and varying skill levels) and a shooter is vulnerable in that interval. The more you often you have to change clips, the more times you're vulnerable.

A ban on removable clips for semi-automatic weapons would be even more effective. You could pre-load 8-10 rounds but then have to manually reload the weapon itself which would take (I'm guesstimating) 20-30 seconds minimum, plus a great deal more focused concentration (meaning much less focus on those who may try to stop you), and probably lots more time under stress since you'd have to take loose bullets out of a container or pocket and insert them individually into the weapon's internal clip or tube - picture loading a pump shotgun for instance but with smaller, easier to drop or mishandle cartridges. Unlikely to happen for the reasons you mention, but eventually (after the multitude of practicalities were worked out) this would be an effective limit that IMO doesn't conflict with the 2nd amendment.
