I see; so your definition of swam-draining is allowing corporations to

pollute, opening up off-shore drilling, allowing private development of national monument and park space, giving insurance companies the freedom to bring back pre-existing conditions and lifetime maximums, letting freeloaders stay out of the insurance pool until they need medical care, etc.

By the way, the federal workforce has been declining for years, even at the porky Pentagon. Of course loads of defense contractors are licking their chops over the increased swamp money.
