"Particular social group"

could be open to a wide range of interpretations. For example, "not in a gang" could be a social group persecuted by "people in gangs" - the latter a private actor the government is unable to control.

I believe this is the clause involved in Sessions' policy decision to no longer consider gang violence or domestic violence as valid reasons for requesting asylum.

(I'm not arguing for of against this, just pointing out that "particular social group" could be argued to mean a number of different things.)
