Yes, US companies have NOT invested in the US because of lack of


availability to use this cash. In many cases (Apple for example), companies have borrowed in the US because they are unable to use their foreign cash for US investments (be that capital investments, dividends, share repurchases, etc). Why else would Apple have over $100 billion in debt when they have $225 billion in cash? It's because they can't use the foreign cash for any investment in the US.
