Not sure what point you think you just made


They could not dividend upstream , the earnings from foreign subs, without incurring a 35% tax on those earnings. MY point is that the benefactors of the tax changes will be their shareholders. If they had needed more money to invest in US based productivity, they would have borrowed for THAT purpose, instead. If they had wanted to expand foreign capacity they would have used the foreign cash.

They got a tax holiday, a benefit for their investors, paid for by the US borrowing money since we are running annual deficits. And very little general economic benefit will likely accrue
