it is how the US has such a massively flexible line of credit. Just the authority to tax it is as important as the actual taxes collected in that sense.

Even if we were paying as we go (which would be a terrible idea economically for a bunch of reasons) taxes are collected from economic activity. And in a real sense I'd call the military "economic activity". Maybe I'm missing what you meant.
