I don’t think what he wore was as bad as what Northam wore & who still has

Not admitted it, although I’m pretty sure it is Northam in the blackface. I’m also surprised others in the graduating class have not come forward saying who it is. I would think most people in a small medical school class know each other.
What makes Herring look worse is his hypocrisy. He rebuked Northam 2 days before he had to confess. He did not confess voluntarily. He was about to get outed.
