It was definitely a prevailing theory at the time ... I really can't
remember whether it was "law enforcement analyst" types that were speculating, whether somebody had a source that purported to have insider knowledge or what the deal was. But honestly what other reason could there be? Even if they thought this is a dangerous man, would a single swat team not have been sufficient?
I think when you put the show of force together with the - let's say - unlikely coincidence that a CNN helicopter (not like a beat reporter staking out his house in his car) just happened to be right place right time, this was likely an intimidation tactic.
